TYNGSBORO – The Dracut Water Supply District’s 18-month quest to build a water treatment plant on property it owns on Frost Road received the go-ahead at Monday night’s meeting of the Board of Selectmen.
The board unanimously granted the district a special permit to build the plant after negotiators for the district and abutters agreed to a set of conditions that will be included in the permit.
Months of objections from abutters, stalled efforts to acquire the property at 166 Frost Road and other obstacles delayed the start of a public hearing on the special permit application until August 2. The hearing was continued at the next two meetings so selectmen could obtain additional information on the plant’s environmental impact.
At this week’s meeting, Assistant Town Administrator Colin Loiselle announced that “before the weekend the parties were able to come to agreement on a draft document…The agreement has been reviewed and approved” by abutters on Larson Avenue.
The residents of Larson Avenue are the nearest neighbors to the property and were vocal in opposing the district’s plans.
Lawyer Lee Smith, representing the district, said of the agreement: “I’m happy we were able to reach mutual agreement on mitigation and certain other conditions with the abutters.”
With the announcement, the public hearing was quickly closed, and selectmen then just as quickly voted to grant the permit.
