According to the National Weather Service, the tornado touched down around 1 p.m. and remained on the ground for more than 20 minutes, cutting a roughly 12-mile path of destruction through Appleton, Menasha, and Neenah. Newswatch 12 head meteorologist Geoff Weller, who tracked the storm as it developed, said the tornado "was almost 1,500 yards wide and traveled 12.1 miles" before dissipating over Lake Winnebago — one of only three EF-3 tornadoes recorded in Wisconsin so far this year. The damage prompted Gov. Tony Evers to declare a state of emergency on July 28 and activate the Wisconsin National Guard to support Winnebago County's recovery.

"We had a tornado devastate a decent-sized area within three hours of our hometown, and we knew we needed to get over there," said Dominic Berlin, owner of 715 Excavating & Demolition.
